A motivação decorre de fato superveniente, baseado no advento de restrições orçamentárias, acarretando reprogramação do quantitativo pela INB, que gerou uma nova demanda levando a alteração do objeto.

The motivation stems from a supervening fact, based on the advent of budget restrictions, leading to reprogramming of the quantity by INB, which generated a new demand causing a change in the object.
