RELATÓRIO EDITAL 001/2021 ALIENAÇÃO DE INSERVÍVEIS DE ZIRCALOY
MEETING MINUTES TENDER 001/2021 TO THE SELLING OF ZIRCALOY SCRAPS
Objeto: Indústrias Nucleares do Brasil S.A. promoveu uma licitação, por meio de Concorrência Internacional, para a venda em quantidade nominal de 17.884,5 (dezessete mil oitocentos e oitenta e quatro e meio) kg; sendo 11.122 (onze mil, cento e vinte e dois) kg de aparas de zircaloy e 6.762,5 (seis mil setecentos e sessenta e dois kg e meio) kg de sólidos de zircaloy - lotes 1 a 4 -, conforme as especificações do Edital. A sessão foi iniciada às 10h. Participaram os integrantes da comissão: Victor Coutinho, Thaís Valente e Clovis Leite. Foram recebidos dois envelopes da empresa Melmet Canada Inc. e abertos pelos integrantes da comissão.
Object: Indústrias Nucleares do Brasil S.A. promoted an international tender for the selling of a nominal quantity of 17,884.5 (seventeen thousand, eight hundred and eighty-four and a half) kg; being 11,122 (eleven thousand, one hundred and twentytwo) kg of zircaloy turnings and 6,762.5 (six thousand seven hundred and sixty-two kg and a half) kg of zircaloy solids - batches 1 to 4 -, according to the specifications of the Tender Notice. The session started at 10 am. The members of the commission participated: Victor Coutinho, Thaís Valente and Clovis Leite. Two envelopes were received from the company Melmet Canada Inc. and opened by the members of the commission.
Resumo da Alienação
O envelope nº 1 – Proposta Comercial / Commercial Proposal foi aberto primeiro. A proposta comercial está no valor de USD 115,494.25, portanto aproximadamente 26% acima do valor mínimo estipulado no modelo nº 3 do edital. Proposta aprovada. O envelope nº 2 – Documentos de Habilitação / Qualification Documents foi aberto em seguida. Todos de acordo com o exigido no edital. Isso posto, a empresa Melmet foi considerada vencedora da licitação para alienação dos inservíveis de zircaloy.
Envelope #1 – Commercial Proposal / Commercial Proposal was opened first. The commercial proposal is worth USD 115,494.25, therefore approximately 26% above the minimum value stipulated in model nº 3 of the notice. Proposal approved. Envelope #2 – Qualification Documents / Qualification Documents was then opened. All as required in the notice. That said, the Melmet company was considered the winner of the bid for the sale of the zircaloy scraps.
PARECER DA COMISSÃO . Em função da vantagem financeira que o proponente apresentou à INB, a Comissão conclui: Que se realize a alienação com a proposta apresentada que traz vantagens à INB e o processo de concorrência foi amplo, ressaltando o mercado alvo desse tipo de produto ser concentrado no exterior. A Comissão recomenda a alienação e pede a autorização para divulgar o resultado e realizar a venda para a proponente, conforme a proposta apresentada.
COMMISSION STATEMENT Due to the financial advantage that the bidder presented to INB, the Committee concludes: That the sale be carried out with the proposal presented, which brings advantages to INB and the competition process was broad, emphasizing the target market for this type of product to be concentrated abroad. The Committee recommends the sale and asks for authorization to disclose the result and carry out the sale to the bidder, as per the proposal presented.
